A total of 24 Fubuki-class (Special Type) destroyers were built, divided into three types: Type I, Type II, and Type III. Hibiki was commissioned in 1933 (Showa 8) as one of four Type III ships.
Although damaged three times during the war, the ship survived and served as a repatriation transport after the war, before being handed over to the Soviet Union as a reparation ship.
